In 2011, the supreme court declared that the state of California reduce its prison population by more than 30,000 inmates. Liptak explains that the overcrowding violates the eighth amendment by subjugating prisoners to cruel and unusual punishments. The prison system allegedly failed to provide adequate medical care for inmates with serious medical and mental health issues.
