For example, a storage device that can store 5 kiloWatt-hours of electric energy has a C rate of five kiloWatts, also known as a C rate of 1. And, a C rate of 5 means energy storage divided by 12 minutes. 2. 1 C is the charge rate necessary to charge a battery in one hour. 10 C charges in 6 minutes and 0.1 C charges in 10 hours. 3. C rate is the charge rate a) for a specific storage device/system or type, b) under ideal conditions, c) that is equal to the energy storage capacity of the device divided by 1 hour. For example, a storage device that can store 5 kiloWatt-hours of electric energy has a C rate of five kiloWatts, also known as a C rate of 1. A C rate of 5 for the same system means energy storage capacity of five kilowatt-hours divided by 12 minutes whereas a C Rate of 1/5 would indicate discharge of a 5 kiloWatt-hour storage device divided by five hours.

It is not particularly difficult to set out what an efficient energy system might look like which meets the twin objectives of the climate change targets and security of supply. There would, however, remain a binding constraint: the willingness and ability to pay for it. There have to be sufficient resources available, and there has in a democracy to be a majority who are both willing to pay and willing to force the population as a whole to pay.

The RESP Applicant must describe its expertise and the credentials of any third party implementing outsourced tasks to effectively implement the Energy efficiency measures at the scale contemplated by the EE Program for which RESP funding is requested. The statement of qualifications must show the party's experience carrying out the financial and technical expertise components of an EE program at the desired scale. The RESP Applicant will be held accountable to RUS for actions or omissions departing from the required standards by those partners or contractors, arising from or in connection with an EE Program funded under this NOFA.

The main non-indigenous sources of energy in the UK are oil, gas and coal (notwithstanding some domestic supply e.g. from declining North Sea fields). If the government wanted to rig the market to favour indigenous sources (nuclear, hydroelectric, wind and solar) against imported ones, a uniform carbon tax wouldn’t be the most efficient way to do this. You would want to find a subsidy/tax regime that specifically targeted each indigenous energy source, which would be complicated and opaque, which is precisely what we currently have.
